Who We Are
Sierra Leone is a coastal nation in West Africa, bordered by the Republic of Guinea to the north and east, and the Republic of Liberia to the southeast. Its western frontier opens to the North Atlantic Ocean, with a coastline stretching approximately 402 kilometres. The country enjoys a tropical climate and is richly endowed with natural resources, vibrant flora and fauna, scenic rivers, and world-renowned beaches. With a hospitable population of approximately 8.9 million, Sierra Leone offers a welcoming investment climate and growing digital potential.
Over the years, the country has undertaken wide-ranging reforms to strengthen governance, infrastructure, and economic resilience—including transformative efforts in the telecommunications sector. These reforms reflect a national commitment to modernization, connectivity, and inclusive development.
The dynamic nature of telecommunications, now expanded to encompass Information and Communication Technologies (ICT), has necessitated continuous regulatory evolution.
The original Telecommunications Act was enacted in 2006 and subsequently amended in 2009 and 2015. However, emerging technologies and services—such as mobile money, cybersecurity, universal access, cable landing stations (CLS), terrestrial fibre backbone, data protection, electronic transactions, and advanced mobile networks (4G, 4G+, and 5G)—remained insufficiently regulated. Recognizing this gap, Director-General Amara Brewah spearheaded a forward-looking initiative to modernize the regulatory framework. His foresight led to the enactment of the Electronic Communications Act, which transformed the National Telecommunications Commission (NATCOM) into a fully empowered Authority—NatCA, the National Communications Authority.
The National Communications Authority Act 2022 is a landmark legislation that introduced a technology-neutral licensing regime, enabling both unified and specialized licenses for diverse service providers. Through this Act, NatCA is empowered to regulate all facets of the ICT sector with agility, fairness, and strategic foresight. It establishes a robust regulatory environment that aligns with global digital transformation trends, ensuring consumer protection, market competitiveness, and sectoral innovation.
